Hi there, I have a 54 plate berlingo 2.0 hdi. It's only done about 50k and I#m experiencing electrical problems. The horn stopped working, then worked when it wanted to. Now it will not work at all. I have found the horn, checked the connector, but there is no power to it when the horn is pressed

The tensioner looks almost melted and not entlirely round, and the alternator pulley has a bite out of one side. Both the pulley on the power steering and the alternator spin freely. So my question is: could the belt going so suddenly (garage looked at it back in May and I assume thought it didn't need replacing) be related to the on-off
